LLC “Eldik Leasing” and China National Heavy Machinery Corporation (CNHMC) have signed a Framework Partnership Agreement on the supply of heavy construction and road machinery to the Kyrgyz Republic

Beijing, People’s Republic of China — October 30, 2025. A signing ceremony of the Framework Cooperation Agreement between LLC “Eldik Leasing” (Kyrgyzstan) and China National Heavy Machinery Corporation Ltd. took place. The document was signed by Mr. Urmat Akmatov, General Director of the Kyrgyz company, and Mr. Zheng Tian, Deputy General Director of the Chinese corporation.

This event became the key outcome of the working visit of the Eldik Leasing delegation to China, during which the parties held a series of negotiations and familiarized themselves with the production capacities of leading Chinese engineering enterprises.

The visit began on October 28 with a tour of SINOMACH-HI International Equipment Co., Ltd. in Changzhou City (Jiangsu Province), a subsidiary of one of China’s largest engineering holdings — CNHMC (SINOMACH). The delegation studied in detail the production process of a wide range of heavy machinery, including loaders, excavators, graders, and asphalt pavers. During a meeting with Mr. Yang Yunhua, Permanent Deputy General Manager of the plant, the parties discussed the technical specifications of the equipment and the prospects for its adaptation to Kyrgyz conditions.

On October 29, the delegation visited Nanjing Hengtian Lingrui Automobile Co., Ltd. in Nanjing, known for its innovative developments in the field of commercial vehicles. During the meeting with Mr. Chen Song, Deputy General Manager for Sales, the parties discussed the potential for mutually beneficial cooperation in introducing new energy solutions—such as electric buses and electric trucks—into the Kyrgyz market.
The signed Framework Agreement lays a solid foundation for long-term and mutually beneficial cooperation. Its key provisions include:
Organization of direct supplies of high-quality heavy construction and road machinery manufactured by SINOMACH-HI for the needs of Kyrgyzstan’s construction and transport sectors;
Development of joint import-substitution projects aimed at establishing maintenance, repair, and partial localization of production processes in Kyrgyzstan;
Introduction of eco-friendly transport solutions with the support of Nanjing Hengtian Lingrui, including the supply of new-energy buses and electric trucks to promote greener transport in the Republic;
Establishment of a comprehensive service infrastructure, including training of local technical specialists, educational programs, and the creation of after-sales service centers to ensure reliable operation of the equipment.
