Banking support of contracts

Bank Contract Support (BCS) is a service provided by an authorized bank based on the Bank Contract Support Agreement, which ensures:

execution of payments;
monitoring of settlements carried out by the supplier and any third parties involved during the performance of the contract, on a separate account opened with the authorized bank, to control the targeted use of funds;
communicating the results of bank contract support to the procuring organization.

Objectives of applying BCS in public procurement:

to ensure the targeted use of funds allocated for procurement;
to minimize financial and tax risks of procuring organizations;
to ensure transparency in the execution of public procurement contracts.

In accordance with Article 49 of the Law of the Kyrgyz Republic dated April 14, 2022, No. 27 “On Public Procurement,” Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated May 21, 2025, No. 273 “On Banking Support of Contracts,” and Order of the Ministry of Finance of the Kyrgyz Republic dated July 8, 2025, No. 120-B “On Measures for the Implementation of Banking Support of Contracts,” OJSC Eldik Bank is designated as an authorized bank providing services for banking support of contracts (BSC) in the field of public procurement.
