On April 21, 2026, a Meeting of Experts and Coordinators of the member banks of the Shanghai Cooperation Organization Interbank Consortium (SCO IBC) was held in Bishkek. This year, the chairmanship of the SCO IBC is held by OJSC “Eldik Bank.”

Delegations from SCO IBC member banks arrived in the capital of the Kyrgyz Republic from the Republic of India, the People’s Republic of China, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Kazakhstan, the Republic of Uzbekistan, Belarus, and the Republic of Tajikistan, as well as representatives of the SCO Secretariat.

During the meeting, participants discussed prospects for further development of interbank cooperation. Following the meeting, the parties initialed a number of important documents, including the Strategy for the Further Development of the SCO IBC for the medium term (2027–2031), as well as a roadmap for cooperation in ESG, sustainable, and inclusive finance. Special attention was given to issues of experience sharing and expanding practical cooperation among participating banks.

The coordinators emphasized the importance of financing large-scale infrastructure projects and expressed confidence that the decisions taken would provide additional momentum to the development of partnerships among financial institutions of the member states, strengthen the role of the SCO IBC, and contribute to achieving the organization’s practical objectives. The signed documents will serve as effective instruments for expanding cooperation and implementing joint initiatives. Background.

The Shanghai Cooperation Organization Interbank Consortium (SCO IBC) was established on October 26, 2005. Its activities are aimed at facilitating the financing of joint investment projects, developing interbank cooperation, and strengthening economic interaction among SCO member states. Currently, the SCO IBC includes the largest authorized financial institutions of the member states: China Development Bank, VEB.RF State Development Corporation (Russian Federation), the State Savings Bank of the Republic of Tajikistan “Amonatbonk,” the National Bank for Foreign Economic Activity of the Republic of Uzbekistan, the Development Bank of Kazakhstan, Habib Bank Limited (Islamic Republic of Pakistan), India Infrastructure Finance Company Limited (Republic of India), OJSC “ASB Belarusbank” (Belarus), and OJSC “Eldik Bank” (Kyrgyz Republic).

From October 26, 2025, to October 25, 2026, Eldik Bank holds the chairmanship of the SCO IBC. As part of its current chairmanship, the bank coordinates the activities of the consortium, hosts international delegations, and promotes initiatives aimed at expanding cooperation, sustainable financing, and the development of joint projects.
