Get the “Bala yrysy” child benefit from Eldik Bank

Pursuant to Presidential Decree No. 104 of the Kyrgyz Republic, dated March 6, 2026, “On the Introduction of a Monthly State Benefit for Children Under Three Years of Age,” Eldik Bank OJSC, under an agreement with the Ministry of Labour, Social Security and Migration and in cooperation with Tunduk OJSC, has launched a phased transition to the automated centralized payment system for the “Bala Yrysy” state benefit for children under the age of three.

Against the backdrop of increasing cases of banking fraud, as well as the relatively low level of financial literacy among vulnerable families with young children, and recognizing the importance of investing in early childhood development, the automated payment process has initially been launched through Eldik Bank OJSC and A Bank OJSC. Since July 1, 2026, the Bank’s specialists, together with representatives of the Ministry’s regional offices, have been providing on-site consultations across all regions of the country to assist citizens with the registration process.

In a single day, 19,000 new users registered through the Eldik Bank mobile application to receive the monthly “Bala Yrysy” state benefit. In addition, the Bank’s branches nationwide assisted 3,117 citizens in opening bank accounts required to receive the payments.

Work is currently underway to integrate 13 additional commercial banks into the system. To ensure system resilience, cybersecurity, and the ability to handle peak transaction volumes, A Bank OJSC has already been made available as a participating settlement bank through the Tunduk mobile application. As the platform’s stability and security continue to improve, additional commercial banks will be connected in phases.

These achievements have been made possible through a joint action plan implemented by government authorities and the country’s commercial banks to establish a unified government-to-citizen payment system.

Eldik Bank OJSC serves as the financial and technical operator of the platform and continues to systematically develop the unified payment infrastructure. As participating institutions complete their integration, the Bank is implementing the necessary technical processes to ensure seamless and convenient delivery of public services to citizens.
